behind NAT “InternetGatewayDevice.WANDevice.1.WANConnectionDevice.1.WANIPConnection.1.ExternalIPAddress” is the internal IP of the requesting CPE within this network. How can I get the public IP the CPE is behind in a provisioning script since sessionContext is not available in the sandbox?

That’s not currently possible. Though it’s something to consider for a future release.
As I could really use it, I’ll work on it and send a PR.

I’m afraid not. It’s not a priority at this time to be honest. But it should be relatively easy to patch your copy of GenieACS if you need this feature.
