Ok, i dont exactly know for that model but, on C300 is like this:  
on conf:  
pon-onu-mng gpon-onu\_1/17/1:2  
tr069-mgmt 1 state unlock  
tr069-mgmt 1 acs “SERVER-URL” validate basic username “USERNAME” password  
“PASSWORD”
